Close observation of Turkey and Iran as case studies suggests the presence of various common determinants that demonstrate continuity while contributing to their foreign policy formulation. The Seminar examines the mutual factors that have shaped the foreign policies of these state entities, finding that contemporary developments, especially in the Middle Eastern region, have prioritized the role played by regional powers, putting them on a par with international actors so that they themselves act as determinants of foreign policies both regionally and internationally. Beyond historiographical or traditional state security-centered foreign policy perspectives, but within the IR discipline, the Seminar informs the continuing debate about the need to consider the effects of material and ideational (external or internal) factors but more importantly the interaction between actors of state and non-state status as driving forces of foreign policy.
